1. The Department of Provincial Affairs, Districts and Local Councils under the supervision of the Director General, undertakes the following:

• Ensuring coordination between the central administration and the governorates, districts and other regional units.
• Monitoring the application of laws and regulations related to local affairs, municipalities, federations of municipalities, mukhtars, elective councils and other local councils, proposing plans and preparing studies aimed at developing local life and expanding citizens' participation in it, and submitting them to the minister sequentially.
• Assisting the provincial and district units to supervise the work of monitoring municipalities, municipal unions and local councils.
• The Department of Provincial Affairs, Districts and Local Councils has a number of general observers who undertake the tasks of monitoring the work of municipalities and unions of municipalities and scrutinizing them in terms of their applicability to laws and regulations. He shall be assisted by the monitoring body attached to him for this purpose.
• In the absence of the necessary number of general observers who meet the conditions specified in Article 96 of the Municipal Law, contracts may be contracted in accordance with the established procedures with persons outside the staff who hold a degree in law, political science, business administration, or the equivalent of each of them.

  

2. The Department of Governorates, Districts and Local Councils Affairs is composed of:

• Department of Territorial Units Affairs.
• Department of Municipalities and Unions of Municipalities.
• Department of the elected and committees.
• Guidance and Investigation Department.
